Such foil is needed because high-alloy steels often have to be kept at high temperatures for long periods of time. Without preventing the supply of oxygen, the carbon will burn out of the steel (decarburization) and the surface will be damaged. In the worst case, so much carbon will be burned out that the steel becomes unusable.
Packed in an envelope as in the picture with double or triple folds to ensure good seals at the edges.
